refactored the interrupt scheduling code a bit to make it a little
more readable than using those "magic" numbers.

that large table was slow, probably because of dcache trashing.

they are missing support code in PCSX anyway.

..or else we might get jump there, which causes it to abort.
Also remove assert that's hit occasionally.
